Anthony LoCoco Joins IRG as Chief Legal Counsel & Director of Oversight

MADISON, WI. – Today, the Institute for Reforming Government announced the hiring of Anthony LoCoco, J.D., to join the team as Chief Legal Counsel & Director of Oversight. LoCoco, a graduate of Harvard Law School and former Deputy Counsel at the Wisconsin Institute for Law & Liberty, will lead IRG’s state government oversight efforts, and help deliver real transparency and accountability for the people of Wisconsin.

During his time at WILL, Anthony contributed to many significant litigation victories, including:

  • Bartlett v. Evers, which imposed substantive limits on Governor Evers’ partial veto authority;
  • James v. Heinrich, which overruled a Madison health officer’s attempt to shut down private schools in response to COVID-19;
  • Johnson v. Wisconsin Elections Commission, in which the Supreme Court of Wisconsin engaged in redistricting for the first time in decades; and
  • Hunter Nation v. Department of Natural Resources, which forced DNR to comply with its statutory obligation to hold a gray wolf hunt.

About Anthony: Anthony LoCoco is a graduate of Harvard Law School (J.D.) and the University of Dallas (B.A., summa cum laude, in Economics). While at Harvard, Anthony completed internships at the Carr Center for Human Rights Policy at the Harvard Kennedy School, the Milwaukee County Circuit Court, the Massachusetts Land Court, and Sidley Austin LLP. Following law school, Anthony clerked for now-Chief Justice Ziegler of the Supreme Court of Wisconsin for two terms, worked as a business lawyer at Foley & Lardner LLP, and then spent over five years litigating in defense of individual liberties and the rule of law at the Wisconsin Institute for Law & Liberty.

He currently serves as Vice President of the Milwaukee Lawyers Chapter of the Federalist Society and is a member of the Board of Governors of the St. Thomas More Lawyers Society of Wisconsin. He and his wife Angela live in the Milwaukee area and are the proud parents of four children.
